Are we really responsible for NDM-1 superbug ?

In recent time, the emergence of highly drug resistant bacterial strains due to the presence of New Delhi Metallobeta-lactamase-1(NDM-1) gene and the India has been blamed for this. The question is, are we really responsible for this ?.
If we look at the current scenario of rampart use of antibiotics without knowing the sensitivity profiles of the infectious organisms, then ...yes we are in trouble. Moreover the existence of substandard drugs may be complicating the situation. But I think we are not the exclusive responsible party for this situation as such practices are prevalent in the other parts of the world also. Similarly naming it after New Delhi (ND) is also not ethically correct due to seemingly global incidences of NDM-1 cases.
