Proceedings of 8th meeting (2008) of the University Management Committee held on 9th June, 2008 at 3.00 PM in the Committee Room of the Administrative Block.

The Hon`ble Vice-Chancellor welcomed all the members for attending the 8th meeting of University Management Committee.
Confirmation of Proceedings of 7th meeting: The proceedings of 7th meeting (2008) of University Management Committee held on 28th May, 2008 were confirmed.
Visit of President, National Centre of Organic Farming: The Hon`ble Vice-Chancellor informed that Dr.A.K.Yadav, President, National Centre of Organic Farming is visiting the University from 24th to 27th June, 2008. On 25th June, 2008, a Seminar on Organic Farming will be organized in the College of Agriculture. The DR, Dean, COA and Dean, COVAS were asked to prepare a list of scientists who are working on organic farming. On 26th June, 2008, he would be visiting Kullu. The Hon`ble Vice-Chancellor asked the DEE to coordinate the programme of Dr.Yadav.
Seminar and Inauguration of Sports Complex: The Hon`ble Vice-Chancellor informed that Dr.Satish C.Jha, Member Advisory Council to the Prime Minister, Govt. of India, New Delhi is visiting the University from 27th to 29th June, 2008. A seminar on “Challenges of Indian Agriculture and Reshaping of Programmes of Agricultural Universities” is being organized on 28th June, 2008 in the University Auditorium where the Shri Shanta Kumar, Hon`ble Member Parliament will be the Chief Guest. The inauguration of Sports Complex will be got done from Shri Shanta Kumar on this occasion.
Board of Management Meeting: The Hon`ble Vice-Chancellor informed that the meeting of the Board of Management will be held in the second week of July, 2008.
Anonymous Complaints: The Hon`ble Vice-Chancellor informed that the University employees are in the habit of sending anonymous complaints to the State Govt./University administration or writing the names of other officials/officers or the employees associations as complainant. The Registrar told that certain employees of the University are also in the habit of writing directly to the State Govt. without following the prescribed procedure for the redressal of their grievances. To curb this tendency, it was suggested that University should make efforts to identify and initiate action against such staff.
Permission of the State Govt.for air travel: The Director of Research pointed out that the funding agencies of projects are allowing the University scientists to travel by air for attending the meetings sometimes on a short notice and the scientists are unable to attend the meetings without the permission of the State Govt. The State Govt. is refusing to grant permission at a short notice and asking them to bear the expenditure out of their own pocket. The scientists are reluctant to attend the meetings as they cannot reach the place of meeting by bus or train at such a short notice. The Hon`ble Vice-Chancellor assured that he will discuss the matter with the State Govt.
District Agriculture Plans: The Hon`ble Vice-Chancellor observed that he is receiving complaints about release of funds for the DAP work for which the decision was taken in a meeting held with scientists on 7.6.2008 and the proceedings issued vide endorsement No.4-39/DAP/ SVC/ CSK HPKV/ 008/2055-62 dated 7.6.2008. The Hon`ble Vice-Chancellor asked the Comptroller, if there is any problem in releasing the funds, he should discuss the matter with him.
Kisan Mela: The DEE told that a Kisan Mela is being held at Sangla on 16.7.2008 and at Matiana on 18.7.2008. The Hon`ble Vice-Chancellor informed the DEE to coordinate the organization of the Trans Himalayan Tour between 8th to 18th July, 2008 to Lari, Leo, Sangla and Matiana.
Seminar on Summer Vegetables: The DEE told that a Seminar on `Cultivation of Summer Vegetables` is being organized by the KVK, Kangra on 24th June, 2008 at Kotkwala, District Kangra in which a team of Doordarshan Shimla has been invited wherein Shri Ravinder Rabi, Hon`ble IPH Minister will be the Chief Guest.
Hostels for ScheduledCastes boys and girls: The Registrar told that he participated in a meeting in Shimla where proposals for two Hostels, one for Scheduled Castes Boys and the other for Scheduled Castes Girls were discussed and approved in principal. These two hostels have a budget of approximately five crores.
Meetings attended by the DR at Delhi: The Director of Research told that he attended two meetings at Delhi , one on 22.5.2008 of the Standing Parliamentary Committee which was chaired by Shri Vikram Verma. Shri P.C.Kapoor, Principal Secretary (Agriculture) to the Govt. of Himachal Pradesh presented various issues relating to the scenario of H.P. agriculture. The other meeting which he attended on 27.5.2008 was of DUS Test Launching Function for Protection of Plant Varieties and Farmers` Rights Authority which was chaired by Dr.V.L.Chopra wherein the Director of Research highlighted the importance of having the partnership with regard to ginger and garlic DUS testing at Dhaulakuan and Palampur.
Tribal Hostel: The SWO stated that the construction work of tribal hostel has not yet been started. The E.O. told that this work will be taken up at the earliest. The Hon`ble Vice-Chancellor informed that a road plan from Gate No.1 to College of Basic Sciences is being finalized and the work will be taken up at the earliest.
Land for Stadium: The Hon`ble Vice-Chancellor informed that Shri Anurag Thakur, Hon`ble Member Parliament visited the University alongwith Shri Parveen Sharma, MLA to provide land for stadium. The Hon`ble Member Parliament took round of the University for the selection of land for stadium. The University ground will remain with the University. It was informed that demand for use of University Playground by various outside agencies has increased and decided that the ground be allowed to outside agencies only for academic activities. The SWO was asked not to entertain requests from outside agencies for other activities.
