University Management Committee Decisions

Proceedings of 6th meeting (2008) of the University Management Committee held on 15th  May, 2008 at 3.00 PM in the Committee Room of the Administrative Block.

 

The following were present in the meeting which was chaired by the Hon`ble Vice-Chancellor:

The Hon`ble Vice-Chancellor welcomed all the members present in the meeting and informed that he has to share with them information about past and upcoming events.

 

Confirmation of Proceedings of 5th meeting:  The proceedings of 5th meeting (2008) of University Management Committee held on 1st May, 2008 were confirmed.  Dr.K.K.Katoch pointed out that the item on permanent advance has been wrongly reported. Permanent advance of Rs.25000.00 to all Statutory Officers was missing and permanent advance of Rs.25000.00 to Registrar only appeared in the proceedings. Correction was, therefore, agreed by all whereby permanent advance of Rs.25000.00 was allowed to all the Statutory Officers.  

 

DAP meeting:  The District Agriculture Plans meeting was held on 6th May, 2008 in the Directorate of Agriculture, Shimla in which Pr.Secretary (Agriculture) and Director of Agriculture were present.  The scientists of Agricultural Economics of this University were also present in the meeting.  About 30% missing information of the field survey will be completed by the scientists from 21st to 29th May,2008. The Hon`ble Vice-Chancellor intimated that the Director of Agriculture informed in the meeting that the Hon`ble Prime Minister`s office is monitoring the progress of District Agriculture Plans.  The draft report will be submitted upto 15th of June, 2008 and the complete report has to be submitted by 30th June, 2008.

 

Meeting with the Hon`ble Chancellor:  The Hon`ble Vice-Chancellor informed that he alongwith DR, DEE, Dean, COA and the Dean, PGS met the Hon`ble Chancellor on 6th May, 2008 and presented the parting (farewell) gift on behalf of the University.  The Hon`ble Chancellor was very keen to visit Palampur but due to busy schedule he could not do so. 

 

Organic Farmers meeting:  The Hon`ble Vice-Chancellor informed that on 7th May, 2008, a meeting of Himachal Organic Farmers` Forum was held at Mashobra  in which about 25 organic farmers who are registered with the Directorate of Agriculture participated.  The University in association with Director of Agriculture is also planning to hold a Convention  of the organic farmers of Himachal Pradesh  in the near future.

 

Sangla Valley Household Tourism Festival-2008: The Hon`ble Vice-Chancellor  informed that the above said Festival organized by Sangla Valley Sustainable Development Society at Sangla was attended by him in which DR, DEE, Dean, COA and Dean, PGs, Dr.(Mrs) Jatinder Kishtwaria from Home Science College and Dr.K.D.Sharma of Agricultural Economics Department also participated.  The Hon`ble Vice-Chancellor informed that during his visit to Sangla, he alongwith Dean, COA and Dean,PGS went on tracking to Kanda (high altitude pasture land) where they could see the impact of changing climate.

 

Visit of the Hon`ble Chief Minister:  The Hon`ble Vice-Chancellor informed that the Hon`ble Chief Minister of Himachal Pradesh will be visiting the University on 30th May, 2008 in the afternoon.  During his visit, inauguration of the newly constructed building of College of Agriculture and launching of organic tea produced for the first time by the University will be got done from the Hon`ble Chief Minister.  The Estate Officer was requested to make all the arrangements for the same.

 

 North Zone Vice-Chancellors` Conference:   The Hon`ble Vice-Chancellor informed that the Secretary General of Association of Indian Universities, New Delhi has requested this University to hold the North Zone Vice-Chancellors` Conference between 26th to 28th  June, 2008 at Palampur in which about 30 to 40 participants will be attending the conference.  It was decided to intimate the Secretary General of Association of Indian Universities  that the University can hold this Conference in October, 2008 instead of June, 2008.

 

2nd DUS Test Launching Function:  The Hon`ble Vice-Chancellor asked the Director of Research to attend Second DUS Test launching function on 27th May, 2008 being organized by the Protection of Plant Varieties and Farmers` Rights Authority, Ministry of Agriculture, Govt. of India in which Prof.V.L.Chopra, Member, Planning Commission will be the Chief Guest.

                 

Publications:  The Dean, PGS informed that Publication Committee has been constituted at the University level and its meeting will be held shortly to frame its bye laws etc. 

 

Charge of the Statutory Officers during on leave or tour:  It was decided that in future in  the absence of DEE on leave or tour his duties will be looked after by the DR and vice-versa.  In the case of Dean, PGS his duties will be looked after by the Dean, COA.  The arrangement with regard to other Statutory Officers will remain the same as notified earlier.

 

Workshop on Oil Seed & Pulses:  The DEE informed that a Front Line Workshop on Oil Seed & Pulses of two states viz. Himachal Pradesh and Jammu & Kashmir is being held at Bajaura on 26th & 27th May, 2008 in which scientists from 26 KVKs of both the States will be participating.  He further informed that he will also be attending the said Workshop.  The Hon`ble Vice-Chancellor requested the Estate Officer to see that all necessary arrangements are made.

 

Project on Establishment of Herbal Garden:  The DEE informed that a Project on “Establishment of Herbal Garden of different genetic resources and their chemical evaluation with special reference to medicinal and aromatic plants in the tribal belt of Lahaul Valley (HP)” has been sanctioned and an amount of Rs.25.00 lakhs has been sanctioned.  It was decided that the project work will be undertaken at Lari.

 

Press Building:  The Estate Officer intimated that machinery from the press building has not yet been uprooted and shifted to the newly allotted space in the Directorate of Extension Education and it has become very difficult to carry out the repair and renovation of the building which has been allotted to the Dean, PGS.  The Estate Officer was requested to hire the experts for uprooting the machinery and also for its reassembling in the newly allotted space. 

V.C`s Programme:  The Hon`ble Vice-Chancellor informed that he will be on tour to Delhi from 18th to 25th May, 2008.  During his absence, all the Statutory Officers will be performing their duties independently.  In case of any problem, the matter will be solved by the Director of Research being the senior most amongst the Deans and Directors.

 

Amul Parlour:  It was reported by the DEE that a structure for Amul Parlour is being  erected near the ATIC building.  For the sale of vegetables a space towards road side will be created in the ATIC building and a shutter installed.  The Estate Officer was requested to do the needful at the earliest. 

 

Release of funds for quality seed production and planting material:  The Director of Research informed that the Hon`ble Vice-Chancellor has sanctioned funds for the quality seed production and planting material to different research stations including the Seed Production Unit but the same have not yet been released by the Comptroller with the result that machinery and other material to be purchased by the research stations is delayed.  The Hon`ble Vice-Chancellor asked the Comptroller to look into the matter and release the funds at the earliest so that research work may not suffer.
