University Management Committee Decisions
Proceedings of 6th meeting of the University Management Committee held on 14th November, 2007 at 11.00 A.M. in the Committee Room of the Administrative Block.
The following were present in the meeting which was chaired by the Hon`ble Vice-Chancellor:

At the outset, the Vice-Chancellor welcomed the members for attending the 6th meeting (2007) of the University Management Committee.
The Hon`ble Vice-Chancellor informed that H.E. Governor and the Chancellor of the University will be reaching Palampur on 26th November, 2007. He will inaugurate a Conference on 27th November, 2007 and in the evening there will be a Cultural Programme and Prize Distribution Function in the University Auditorium. The Vice-Chancellor informed that the invitation for the same was extended to the Hon`ble Chancellor which has been accepted by him. The cultural programme will be organized by the Students` Welfare Officer. On 27th November after the cultural progrmme, dinner will be hosted to the Hon`ble Chancellor in the Vice-Chancellor`s residence. Dr.O.P.Sharma will be the Incharge for organizing the dinner. To assist him in organizing the dinner, a Committee will be constituted which will be notified by the Registrar. However, the names of the committee members will be intimated by the Dean, College of Agriculture to the Registrar. Dean, COA and SWO will submit their demand of funds to the Comptroller. It was decided that the participants of the cultural programme will be invited for the dinner.
The Hon`ble Vice-Chancellor informed that he has got prepared a map of Himachal Pradesh indicating all the research stations and KVKs of the University. It was decided that the University will get printed calendar for the year 2008 where this map will be depicted. Besides this, seal of the University, ISO and mission of the University will also be depicted. All the Statutory Officers will prepare and send their demand of calendars to the Comptroller. 2000 calendars will be got printed and the printing charges will be provided by the Comptroller.
The Hon`ble Vice-Chancellor informed that India Organic Trade Fair is being organized by ICCOA at Delhi from 28th November, 2007 to 1st December, 2007. The Hon`ble Vice-Chancellor asked the Statutory Officers to participate in this Fair and also asked to depute the scientists those who have sufficient funds in their projects as it will be very useful for them.
The Hon`ble Vice-Chancellor informed that he was in touch with the Canadian High Commission office Chandigarh and has arranged a meeting on 3rd December, 2007 with regard to India Canada Scientific and Technological Cooperation. The meeting will be held in Taj Hotel at Chandigarh. The MOU on Organic Flora Foundation will also be signed on this occasion. The Hon`ble Vice-Chancellor asked the Dean, PG to prepare a note on education exchange programme in between CSK HPKV and British Colambia University for discussion in the meeting. About 5 - 6 officers from the University will attend this meeting.
The Hon`ble Vice-Chncellor informed that in the next meeting we will discuss `steps beyond ragging`. The next meeting of the University Management Committee will be held on 23rd November, 2007.
The Dean, College of Agriculture informed that bulk purchase of books is being done by the University Library and it has been observed that the books demanded by the Colleges were not available in the market. He suggested that one scientist from each College be included in the Committee which makes bulk purchase of books so that in case of non availability of any book in the market, he can suggest other books for purchase. It was decided that a special meeting in the month of December, 2007 will be held with the Librarian to discuss the matter in detail.
It was decided that the Delegation of Financial Powers at Sr.No.7 (column No.7) be made at par with column No.6 with regard to sanction purchase of consumable stores (except stationery articles) in each case.
Under Sr.No.28, the Hon`ble Vice-Chancellor has delegated his power to the Deans/ Directors with regard to `sanction employment of contractual labour`. However, the existing provision of powers of the PIs will remain the same.
